This seems very likely: British colonial officials in the 19th and early 20thC would zealously preserve their British culture and habits when abroad; anyone who adopted even some of the local habits was attacked as "going native". If English as a language is the last iteration of the old British Empire, a global hegemony (thanks to the USA mostly), then it wouldn't be surprising for colonising attitudes to permeate users.
