It's possible that Grotta-Kurska had access to some other source (I can't imagine Rayner U would have kept the actual telegram, but perhaps he spoke about it in, as you say, an interview); but it's also possible that Grotta-Kurska is simply extrapolating from what Stanley Unwin says in his autobiography.
